Strengthening Regulations May Decrease Mn-Met Production In China By 100,000 Tons / Year
Capacity Is Able To Produce 600,000 Tons / Year, Export Will Reach Level 300,000 Tons / Year
Owing to the fact that the Central Government of China has been strengthening their inspection of the regulations concerning environmental pollution being proceeded at present, it seems to be inevitable to decrease the production of electrolytic manganese metal in China by a scale of 100,000 tons per annum.

It was informed from China that the facilities to produce electrolytic manganese metal in China have already reached a scale of 600,000 tons per annum as of 2004. The Central Government of China has strengthened their inspection of the regulations concerning environmental pollution from August of this year and it was also informed that, in consequence of that the plants in Hunan province and Chongqing city were inspected, about 60 plants to produce electrolytic manganese metal have been enforced to suspend their operations in August to September. Therefore, it is marked to see how extent does an observance of the regulations concerning environmental pollution to be implemented until October of this year penetrate producers of manganese metal.

China has suddenly increased their exports of electrolytic manganese metal on a pace of 50,000 - 100,000 tons per annum from 2003 and afterwards. In consequence, by taking into account of an increase of the demand for electrolytic manganese metal from domestic market of China ( for increasing production of stainless steel including 200 series ), the capacity to produce electrolytic manganese metal in China has been expanded. On the other hand, the countermeasures for treatment of industrial waste, which occurs with a huge quantity from production of this metal, have been entirely put off or left with noninterference and, therefore, a more severe inspection of the regulations has been carried out this time.

Reacting to an expansion on the world production of stainless steel, China has been increasing their exports of electrolytic manganese metal in order. China exported 279,000 tons of this metal in the calender year of 2004 and 183,000 tons in the first 7 months ( January - July ) of 2005, which will certainly come to more than 300,000 tons on an annualized base. The current production of 200 series stainless steel ( containing 5 - 15% of manganese ) in China is on a lower level than that as expected but the output of stainless steel in 2005 as a whole of China is estimated at 3,100,000 tons per annum, increasing by approximately 700,000 tons compared with that in 2004. It seems that China consumes 150,000 tons per annum of electrolytic manganese metal.

When it is certain that China produces 450,000 tons per annum of electrolytic manganese metal, consisting of 300,000 tons for exports and 150,000 tons for domestic consumption, there is a possibility that the supply of electrolytic manganese metal from China will have a temporary tightness. Price of this metal in domestic market of China has already risen by US$30 per ton to US$1,480 - 1,490 per ton.
