| Matter To Impose Duty On Export Of Chinese Electrolytic Manganese Metal Comes Up |
| = To Impose 5% Instead Of Nil In Order To Restrain Increasing Export Of This Metal From China |

The quantity of electrolytic manganese metal exported from China has been increasing and, as a matter of fact, China exported 98,234 tons of electrolytic manganese metal in January - April of 2006, having increased by 6.65% compared with that ( 92,111 tons ) in the same period of 2005. However, the unit price of Chinese electrolytic manganese metal averaged for exports in January - April of 2006 was US$1,256.39 per ton as a fall of approximately 20% from that in the same period of 2005. In order to restrain an increase of the exports from China, the Central Government of China has been considering to revive or raise the duties to be imposed on exports of Chinese materials. The material taken up for discussion is ferro-silicon ( according to an information, the current rate of 5% will be raised to 10% ) and electrolytic manganese metal is also supposed to be put in the category. As regards electrolytic manganese metal, an information, which new duty will be imposed on export of this metal from July - August of 2006, is running about the market. The duty of 5% instead of nil was so far viewed to be imposed on export of electrolytic manganese metal from China. The negotiation on price of Chinese electrolytic manganese metal, being taken place at present, does not include a raise of duty on export of this metal but the offers made by shippers have separated to either nil of duty or imposition of 5%. The price of Chinese electrolytic manganese metal offered with nil of duty is US$1,230 per ton CIF Japan at present, which has risen compared to the bottom of US$1,160 CIF prevailed in April, and there is a possibility to rise further price of this metal, when the matter of duty is clarified. China has been producing electrolytic manganese metal from manganese carbonate ( with Mn 15 - 20% ), which is mined with a considerable quantity at many mines in China and used as raw material for production of this metal. Therefore, electrolytic manganese metal is one of most suitable commodities to be produced in China and the capacity to produce electrolytic manganese metal in China has been expanding year by year. Accordingly, Chinese producers are endeavoring to increase their exports of electrolytic manganese metal. As a matter of fact, the quantities of electrolytic manganese metal produced recently in China were <> 2004 : 490,000 tons and <> 2005 : 569,900 tons, showing a steady increase, and the exports were also in the direction to increase to<> 2004 : 270,000 tons and <> 2005 : 297,500 tons. The quantities and averaged unit prices of electrolytic manganese metal exported from China to each country of the world in January - April of 2006 , 2005 and 2004 were as per the table shown below ; |
