| Chinese Government Announces To Strengthen Regulations For Exports Of Ferro-Alloys |
| = To Specify Suitable Enterprises For Exports, To Enforce From 1st January 2009 |

The Central Government of China (the Ministry of Commerce) announced on the beginning of this week that the regulations for exports of ferro-alloys from China are strengthened from the 1st September of 2008 as decided as of the 21st August of 2008. The Government has been so far implementing various measures to regulate exports of Chinese ferro-alloys but an important point to be enforced in this time is to specify the enterprises (producers and exporters), which are allowed to export ferro-alloys from China. Therefore, the following matters are conditioned ; (1) The enterprises must have actual record on exports of Chinese ferro-alloys during 2005 to 2007., (2) The enterprises have acquired ISO - 9000 Certificate., and (3) The enterprises have been fulfilled with various regulations as stipulated by the Bureau for Commerce and Industry. Also, in order to be appointed as suitable enterprises for exports of Chinese ferro-alloys, both of producers and exporters are required to take hereafter various procedures with the authorities concerned and these procedures have to be commenced from the 1st of September. A period for this preparation is left by the end of 2008 and the regulations for exports of ferro-alloys from China, based on the conditions as mentioned above, are enforced from the 1st January of 2009. Therefore, the authorities concerned in each province and each city of China have targeted on the 15th October of 2008 to select in advance suitable enterprises for exports of ferro-alloys located in each district and, after that, recommend suitable enterprises to the Central Government of China. In order to proceed this work, China Chamber of Commerce of Metals & Chemicals Importers & Exporters and China Ferro-Alloys Producers Association have been decided to cooperate on this matter. This treatment to strengthen the regulations for exports of Chinese ferro-alloys is thought to enlarge further the power held by China Chamber of Commerce of Metals & Chemicals Importers & Exporters. The objective ferro-alloys to be regulated in this time for its exports are <> ferro-silicon, <> ferro-manganese, <> silico-manganese, <> ferro-chrome, <> ferro-nickel, <> ferro-tungsten, <> ferro-silicon-tungsten, <> ferro-titanium and ferro-silicon-titanium, <> ferro-vanadium, <> ferro-niobium and <> other ferro-alloys. Also, in order to be qualified as suitable enterprises for exports of Chinese ferro-alloys, each enterprise has to be required to have had actual exports of more than 3,000 tons per annum in 2007 for each of ferro-silicon, ferro-manganese and silico-manganese. In view of the countermeasures for environmental pollution, this condition is supposed to aim to sieve small enterprises, which are producing ferro-alloys for exports. For a reference, this treatment has excluded to specify suitable enterprises (producers and exporters) for exports of molybdenum products from China, because exporters and exportable quantities of molybdenum products have been already decided, effective from July of 2007. |
